In
attendance were all three Opposition councillors; all five of
the PSOE ruling party councillors; the Mayor; and the town Secretary Juan
Cintas.
The
agenda items were:
1. Approval of the Minutes
of the previous plenary meeting of 22 June 2011
The minor changes requested by the Opposition spokeswoman
had been made and the Minutes were unanimously approved.
2. Provincial Plan of
Works and Services 2010/2011 and other “urbanizacion” building projects in Bedar
The Mayor reported that some minor errors had been detected
in the proposed Provincial Plan for Bedar.
They have been rectified and sent back to the Junta.
3.Modification No 1 of the PGOU and partial adaptation of
the Normas for final approval
As the Opposition had no idea what this item referred to, it
was unable to make an informed decision and therefore abstained. The governing
team voted unanimously in favour.
1. The Mayor
said that as part of a municipal sewage plan, the broken pipes in the upper
part of El Pinar would be repaired and connected to the lower system. No time frame was mentioned.
2. The Opposition presented an Urgent Motion detailing
the history of the poor postal service in EL Pinar and asking the Mayor to
number the houses so that appropriate steps could be taken for a door-to-door
postal service.
The Mayor stated that Roque and Lois had gone from house to
house using the current Catastro plan of El Pinar as a physical guideline to
confirm the identity of the occupants of each house and to create a definitive
internal numbering system. Unfortunately,
he explained, the problem remains that the town hall has no power to force the
Correos (a state organism) to follow this system. He said he believed the Correos will claim
they do not have the necessary staff to make individual house deliveries and
that, in the end, El Pinar residents will probably continue to receive their
mail at a grouped distribution location.
